Maybe could have put in harder limits / more explicit long term phase outs in the constitution ... but imagine how hard it would have been to get the constitution signed with those provisions if, e.g., Louisiana purchase + cotton gin already existed. The founders' expectation that slavery would naturally fade out changed dramatically with those two events. Imho they made a good effort at achieving a sustainable status quo given the info at the time, but war was inevitable once slavery became profitable and westward expansion took hold.
