On February 25, 2026 the Trump administration began allowing U.S. petroleum products such as diesel to be sold directly to Cuba’s private sector, bypassing the 1960 embargo.

The policy change follows the U.S. cutoff of Venezuelan oil to Cuba after the capture of Nicolás Maduro on January 3, 2026.

President Donald Trump said a “friendly takeover of Cuba” might be possible and told CNN on March 6 that the island “is gonna fall pretty soon.”

Secretary of State Marco Rubio held back‑channel talks with the grandson of former Cuban leader Raúl Castro and met with high‑level Cuban officials, according to Trump’s February 27 statement.

A summit on March 7 at President Trump’s Doral golf club will include Latin American leaders to discuss Cuba, with Rubio expected to attend.
