Except the actual development time for TESVI from start to finish is likely to be approximately 11+ years, not 20.
They decided as a business to make money with long term revenue growth, so they could invest and grow their developer departments... So they could then in turn invest more man hours in developing both TESVI and Fallout 5, and you're not happy about it?
I don't think they will apologise, even in light of your toxic reaction.

Or MSFT can't just finance it. It has to be Organic.
