"DEA did our job to target them and to try to focus and dedicate our resources to put them out of business. We were eventually successful in that regard.
Our hearts go out to those families. They’re victims, unfortunately, of the violence perpetrated by the Treviño brothers and the Zetas. But this is not a story where the DEA has blood on its hands."

Even if you ignore the fact that unlike Al Queda/Osama Bin Laden, the kingpins are running a geographically distributed supply chain with billions in revenue, there's still tons of ways to identify these people:
- Datamining cell tower connections and usage patterns: "Wow, this subset of phones that frequently connect to towers in the HQ area light up when we raid a major shipment!"
- Looking at the IMEIs connecting and scrutinizing make/model/voice or data usage: "Wow, a ton of people in this town use blackberries, i haven't seen one used by a normal person in 10 years!"
- Blackberry is suspected to collaborate with friendly governments, even if the cartels are setting up their own enterprise servers.
