Kannan held the rank of an inspector at ICA, overseeing a team of officers tasked with processing applications for extensions of stay submitted by foreign nationals.
Bharat had arrived in Singapore on Jan. 22, 2023, at the age of 19, under a student pass valid until Aug. 8, 2023.
He was studying business and administration at the American Centre for Education in Singapore, which applied for an extension of his stay until Sep. 7, 2023.
The two men met around Feb. 10 when Bharat accompanied a friend, Sonu, to the ICA headquarters, where Sonu was applying to extend his STVP.
To build a good relationship On Feb. 18, they met again in Kannan's residence, and soon started talking about sexual matters.
Kannan asked Bharat to masturbate while he watched, and Bharat complied.
Bharat admitted to the court that he did so as he wanted to build a good relationship with Kannan as he knew Kannan had helped Sonu with his STVP application.
He also believed Kannan could help him if he encountered any issues with extending his own STVP in the future.
Later, when Kannan asked him to do "fun" together, Bharat rejected him, saying that he was not gay, and left the house.
Knew it was wrong In court, Bharat said he knew it was wrong to accede to Kannan’s requests for sexual acts.
He also admitted to feeling stressed when he masturbated in front of Kannan, as they had been alone inside Kannan’s bedroom.
On Sep. 8, 2023, Bharat was issued a work permit that was valid until Mar. 7, 2024.
ADVERTISEMENT The court documents did not highlight any particular reason he received his work permit.
On Sep. 17, 2025, Bharat was arrested by officers of the Corrupt Practices Investigation Bureau and charged under the Prevention of Corruption Act.
It was also not stated in the court documents how the offences eventually came to light.
Prosecutors' arguments The prosecutors called for Bharat to be sentenced to at least nine to 10 months' imprisonment.
They argued that even though Bharat was "under some form of pressure exerted by Kannan", he had a clear intention to use sexual gratification to "secure an unlawful benefit".
