The Senate and even the House has to be willing to go into recess. In the olden days there wasn't anywhere near the current rancor on cabinet picks so no pres tried to come up with ways to maneuver around it. The recess appts really started in the 90's.

No that's not true the president can adjourn both House and Senate on his own accord if either the house or Senate proposes an agreed date to adjourn and the other component of Congress cannot agree..

- procedurally easier to remove House Speaker by vote (though difference here may be marginal because Dems are unlikely to cooperate this time)

- Johnson has a loose hold on the House; he's no Gingrich or Pelosi, and he's very sensitive to how fragile his position is

Yes I believe it is because of the shorter terms that makes the House Representatives more vulnerable to popular will. Plus the fact that the house representatives are voted in by a smaller district than the Senate, smaller districts being more united in general because they are less diverse and more homogeneous. Those two facts right there are probably the central truth of democracy but no one seems to understand them

They are all funded through annual appropriations. A recess appointment is going to have to work with last year's budget, developed under the Biden administration. It doesn't matter what you're trying to do this year if Congress didn't put any money on it, plus you still gotta spend this year's budget whether you like it or not. It's ok though, MAJ (Ret.) Hegseth is on it.
