If you wanted to gerrymander you would weaken the prospects of Staten Island electing a Republican by breaking it in half and pairing with some very liberal parts of Manhattan or Brooklyn where today you are currently wasting Dem votes. You also might draw a goofy Long Island district that includes as many Republicans as possible to reduce the frequency at which Long Island elects 2 Republicans. And the new 17th was intended to be a close win for Dems but did not pan out, which is a danger of creating close districts to maximize your upside potential.
