Indians only got citizenship through an act of Congress, but Puerto Ricans got it straight out of the 14th Amendment, I believe. Military bases are just going to be based on citizenship of parent. I suppose you could have a weird hypo where you have non citizen in US army who gives birth on foreign base, kid could potentially be stateless |
