The regions of Europe had unique identities and dialects for centuries and centuries. What evolution happened across 500-1000 years and quite often within the context of their cultures. Bavaria today has elements that would be recognizable to someone in Bavaria in 1400. And these regions also recognized larger entities they belonged to, however informally. France was France, despite Brittany or Bordeaux or Navarre having strong regional identities; they were not Germans. Prussia was a distinct German entity but when the Prussians established their hegemony over the unified German state, they were still all Germans. And then you have even more supranational layers of religion, Protestant versus Catholics, and prior to the Reformation, that all of Europe was unified under a single Christendom, providing everyone with a certain baseline epistemology for a shared understanding as opposed to, say, Islam.

Yeah sure, culture change and adapt over time but a 500 year evolution isn't the same as a 25 year mass migration of a foreign and fundamentally different and often hostile population into your region.
