Something like a Singapore or Israel. Just start from scratch. it wouldn’t be a democracy but an enlightened despot.
This is possible. There are countries in Africa or maybe even South America that would sell you 1-4 million acres. It’d be expensive because it’s for good but it could happen. |

I don't think people would go to Africa since they basically had these sorts of places before and they got swallowed up.
All it takes is one revolution in the host country and you're done.
