i think that particular cabal goes back to when Angleton was working the Israel desk in the 50s. the informal jewish intelligence and rumor networks in communist countries made for easy intel sharing arrangements and there was likely a lot of quid pro quo involved in that. the anti-communist and probably far right nature of the parties participating probably set the tone for the working relationship of that desk there. incidentally shortly after russia crumbled and these people were looking at mutual pay cuts in walks 9/11

That part is difficult to address sufficiently. I will say, at a minimum. that we could probably all agree that "best practices" are being ignored, right?
