St Louis is literally on the Mississippi River. Austin is on the Colorado River that they dammed into a lake and Seattle is on the Pacific Ocean.

Urban planning 101...cities form at points of different mediums of transportation. So historically it was always where a river met the ocean or a lake etc. However with railroads and interstates you do see some hubs form outside of traditional locations. I can't think of any though. Okc?

Inland Empire, Arizona and Nevada have this all over the place. I'm sure West Texas does also but never been there

Maybe I should've specified 3rd rate cities or larger "towns" (what's the difference?)

There's always some river. Even places like Phoenix and Denver and Tucson and San Bernardino have rivers although they may be dry part of the year, or paved.

Chicago. In the frozen flat midwest, no elevation anywhere, the "river" is basically a stream, one of the largest cities more than a thousand miles from an ocean, no access to the great lakes like Cleveland or Buffalo, no mountains.
