He thought that all people have an inherent reverence for fair dealing and norms of etiquette and so on and called it human nature, which obviously isn't true in many pagan cultures.
He also believed that any force that created and had power over the world would either be conscious, in which case it would be indistinguishable from a monotheistic God, or unconscious, in which case it would be a merely natural force. He can't convincingly argue against the idea of an animal, alien, or even a base human intellect with godlike power, which is what pagan gods are.
