If height is so important why are all the TOP Hollywood actors sub 5'11?

nah that's BS probably. if anything Mel Gibson looks ridiculous trying to kick guy's asses in Film. Tom Cruise even worse. Sometimes he just launches his entire body at them like a missile. He can't just throw a punch.
It's like asking why the point guard is like the quarterback of the basketball court with higher IQ/GPA who plays shrewdly and intelligently and has exquisite ball handling and high free throw %. it's kind of just because there aren't nearly as many Tall Guys to begin with who also have those qualities. Like Jokic can do it all but it's not the norm.
the other thing is that Tall Guys go through life without feeling the full range of emotions, they just get praised for being Tall starting at age 5, so they end up lacking range. it's the same problem models have where they can't act.
Mel Gibson's suicidal underdog energy is like exactly what you'd see in a Short hs wrestler Scumjock or something. Imagine Tom Brady in Lethal Weapon. it'd be ruinous.
Tall Guys can do really well at being villains or henchmen. Charles Dance is one such case in Bond: https://preview.redd.it/charles-dance-in-for-your-eyes-only-1981-v0-lu0xukjwcr1e1.jpeg?auto=webp&s=f6f1ff1640f51462ae84355bdb5535a61d7fc4e9
If you've only seen him in GoT you'd think he's the best actor ever, but he's kind of The Same in everything bc he's like 6`3``.

have always been told it is about the face
- smaller faces look better on camera
- small people with a relatively big head for their tiny bodies look better on camera

First, the most important (but also most obvious) answer is that the pros of height / cons of shortness are negated by cinematographical conventions that don't show lingering, dead-on, head-to-toe shots of multiple people at once (i.e., how people look at other people exclusively IRL), which obfuscates height in a way that doesn't have any IRL equivalent. So asking why studios cast short actors in leading roles clearly intended to be Tall is like asking why chris nolan didn't cast real experienced space-shuttle pilots in interstellar: he didn't need to, because movie magic was going to make whoever he cast *look* like he was piloting the space shuttle, regardless. So there's no reason to apply that highly restrictive filter on casting.
Second, shorter guys' proportions look better for the camera, which actually does distort human features a bit. Where you actually see this *the most* is child actors: the child actors who look best tend to be more fully developed (as in, their growth is closer to being done) both facially and bodily, and as a result they grow up to be malformed-looking and comically short--like, too short to even be used at all as adult actors (at least in any kind of sex-symbol/leading-man capacity; maybe as like a dwarf or hobbit or something). Look at haley joel osment and harry and ron from the harry potter series; five-foot-seven macaulay culkin TOWERS over all of them.
Finally, even these historical benefits for short actors have started to fade in recent years, succumbing, ultimately, to the all-important power of Height. Look at how wet sluts got for the Hemsworth brothers. That's my wife's big complaint about the Hunger Games movies, where they cast liam hemsworth as one potential love interest and philip haldiman as the other: she points out that it's "just not believable" that a girl (especially a tall girl, like jennifer lawrence) would go with haldiman under really any circumstances. "He's [haldiman] a good actor, but they just can't have the comparison be like that if they want female viewers to stay engaged with the film."
