You could imagine that sufficiently consistent mathematical/computational structures simply “exist” and conscious observers necessarily find themselves inside some of them. I guess at that point it isn't really a simulation anymore and "the sim" is just a metaphor for reality being computational in nature. But if it DOES have a designer, I lean more toward it not being someone directly programming this universe, but programming some kind of meta-ruleset. They program a small set of fundamental rules and an initial state, then billions of years of emergent complexity eventually produce us. So we could be several levels removed from the intentional design and who ever built the system doesn't even know about us.
