I'm sure that was the original intent, but I think we've been giving citizenship to Puerto Ricans all this time based on the premise that the 14th Amendment mandates it. Indians only got citizenship through an act of Congress, but Puerto Ricans got it straight out of the 14th Amendment, I believe.

Don't we just give citizenship to anyone born anywhere nominally controlled by the US govt, like an air force base in Okinawa? SCOTUS said we have to give due process to gitmo detainees just because we control gitmo.

Military bases are just going to be based on citizenship of parent. I suppose you could have a weird hypo where you have non citizen in US army who gives birth on foreign base, kid could potentially be stateless
