How and why did the Brits pump out so many good musicians from 60s-80s?

in particular, look at what came out of manchester after the sex pistols played there in 1976. joy division (later new order), the smiths, the fall, i think even david gedge from the wedding present may have been at that show. all these fantastic bands from manchester, which is a fairly small city.
the UK has produced a disproportionately large number of awesome bands over the years (through and including the 90s, not sure what's going on over there now).
