What I mean by this is that the court system could desperately use a sort of streamlining
There should be one or two senior judges with X years of residence in his county who gets to act as an opt-in proconsul type figure for non-violent or minor offenses. You elect to go to this guy, he hears the citizen speak and any circumstances involved, and then he fires off fines/community service/etc on a sliding scale (if you are Poor you can elect to do more community service or whatever. Lot of novel ways to set this up so it isn't such a time sink too---with a little imagination, "community service" is a pretty expansive topic). Once you leave that room and you complete your stuff it's clear, it's stricken, you're done, you don't have to worry about endless red tape and bureaucracy and more fines etc. Simple and honest
Would save a lot of stress on the court system itself and it would be "opt in" so there's not as much legal trouble involved for both parties

Yes, let's make the law simpler by adding another procedural rabbit hole.
Most of this shit is just understaffed, the population grew and the judiciary didn't. If you're concerned about speed, add more seats and prosecutors. Sadly more public defenders as well for now, unless SCOTUS takes care of that little problem (heh)
