The person appears to be from Spain but possibly nationalized Mexican.
I would like to know if there's a way to find if he's committed similar extortions before.

Run a background check on some service that offers international background checks or background checks specific to Mexico.
If there any criminal records, note the case number, and call the county/district/whatever in Mexico and ask for copies of the docket, or whatever papers would evidence the conviction. Maybe you can get them online like you would be able to in America at the county level. No idea how they do it in Mexico or how it’s organized on the local level for these things.

If you know where the criminal conviction was then you can search the local district/county website, assuming its digitized in Mexico, and find out that way.
if you were looking in st louis county for example you'd search this site: https://www.municipalrecordsearch.com/stlouiscountymo/Cases
whatever the equivalent is for the area in mexico he would have a criminal conviction is what you'd search assuming they are online
