Like you can follow the perfect urban plan with industrials in the outer zone, residentials in the middle, and commercials in between, and still have like 400k population. The only other variables are timing/location of gifts, and cheesing by having Bowser destroy 9/10ths of things like airports or seaports or whatever where you only need one "square" for it to give you the benefit.
