You'd need to have a helicopter somewhere next to the unit to fly the prisoner to a real hospital at any moment, because again, prison doctors are about as much of a security risk as the inmates themselves. A warden would have to give up control of his whole facility and he'd still get hauled before Congress if something happened to the prisoner, so no warden would want him.
