This is true but OP is in the neighborhood of a fair point that I have seen in discussions on XO before, but rarely: the first five years of the 90s were the best part and the back half was mostly just playing out the string and coasting on the wins of the first five years. Even like 99 in movies is just a culmination of all the changes that began in the 90-95 period as Indie films became the locus of cinema prestige. For me, the span of the late 80's to early 00's pop culture era was the 90s. It divides in the Star Trek TNG era (87-94) and the Voyager era (95-01). 9/11 was just a couple months after Voyager ended. Both those things marked the true end of the 90s.
