A Hebrew speaker of, say, 900 BC, and a Phoenician/Punic speaker could probably understand simple written phrases from each other, especially religious or trade terms. Spoken language might have been harder to follow due to different vowels and pronunciation shifts, but it was comparable to how Spanish and Italian relate today: distinct but clearly related and partly intelligible.
