UPDATE: I think there's equal likelihood the opinion goes to Kav. I can see Roberts giving it to him for two reasons:
1. Kav likes to dig into executive orders. It's his thing.
2. It would give Kav an opportunity to redeem himself among shitlibs. If he looks like he "owned Trump" the death threats might cease.
