The program, named INPACT (India-Nippon Program for Applied Competency Training), is funded by the FY2024 supplementary budget. Recruitment documents show it offers companies a "1/2 subsidy rate", paying for half their costs, up to ¥15 million ($100k) per company.
They frame it as "two-way exchange," but the program's official purpose is stated clearly:
"to promote the employment of Indian personnel in Japanese companies."
and
"accepting Indian students at companies' Japanese bases (headquarters, manufacturing sites, etc.)."
The recruitments have started, with the fifth application deadline closing on November 30, 2025.
So basically, Japanese gov is paying companies to train indians so they can get hired later. And pretending like it's a "two way exchange of personnel"

Why this is almost impossible to reverse:
Canceling it now would be seen as Japan breaking a diplomatic promise to India, causing international incident.
Japanese companies are already investing time and money. It would open itself for lawsuits for damages.
You can't just stop a complex legal and financial system that is already in motion.
