public pressure will grow and the dems will just pass the budget without "X," whatever "X" happens to be. |

Dems are highly unlikely to settle for executive actions. And they believe the political environment is such that they can extract real concessions, citing Trump’s unmistakable shift & Hill Republicans’ uneasiness with the admin’s handling of the fallout from Saturday’s shooting.
