tommy i know you understand the difference between fees associated with the actual administration of things associated with rights such as registering guns, passport fees, etc. versus fees for privileges that are specifically designed to limit how many people can take advantage and provide a source of revenue.
charging a high fee for an h1b is specifically because we *WANT* to limit the number of people coming it for h1bs and maximize revenue associated with it. we *DON'T* want to limit the number of people exercising *THEIR RIGHTS*, and in fact it's unconstitutional to do so.
