Why didn't GI Joe have the same "staying power" as Transformers?

Both had really cool box art, both made by Hasbro, both had extensive "libraries" of figures and add ons, and both had really popular TV series and animated films. Both had some really really cool characters.
But the Transformers modern movies are a billion dollar franchise, while the GI Joe attempts are lol.
Why is this?

I wonder what happened around 1999 where people in the 2000s didn't want their 9 year old boys playing with action figures with machine guns?
Also, as far as movies go, Transformers are cool and cinematic.
Isn't GI Joe essentially just a kids war movie? You're losing 90% of your audience straight away because they'd rather watch Saving Private Ryan
