Aliens must: - Present themselves at a port of entry for inspection - so border jumpers, stowaways, etc have broken the law.
- Give honest answers during said inspection - so-called "refugees" who lie about their country of origin and are coached through credible fear interviews by taxpayer funded NGOs have broken the law. Likewise people who overstay visas or lied about their intentions (arrive on tourist visa and start working or fail to depart) have committed crimes.
