Andy Burnham’s team will consider a list of Labour MPs and ministers accused of sexual harassment and bullying as he picks his top team, The Times understands.

A dossier drawn up by female Labour MPs and staff contains about 30 people so far, including at least three senior ministers and two former ministers who have been accused of inappropriate behaviour.

The Times understands the list will be directly received by a senior member of Burnham’s transition team within days.

A key part of Burnham’s pledge to MPs has been to address the culture in Westminster, which he said previously had changed dramatically since he was last in parliament in 2017.

Organisers behind the spreadsheet are building on the idea of a list drawn up by Labour women working in parliament nine years ago during the MeToo movement.

One person with knowledge of the list, which was first reported by LBC, told The Times: “We need to keep people safe. There hasn’t been a list for nine years now. Parliament has changed massively since then and there’s been a new intake of hundreds of MPs. Women in parliament deserve to know about potential dangers and so does Andy.”

A source close to Burnham said the list would be given consideration as the prime minister in waiting selects his top team.

Some of the allegations are historic, dating back more than 20 years, while others are more recent. More entries are being added as “tip-offs” are received but a formal version is expected to be submitted to Burnham’s team before he becomes prime minister.

Labour figures who are no longer in parliament but are still heavily involved in the party have been included amid concerns they could be given senior roles in Burnham’s government.

It is understood to include “horrific stories” of sexual abuse, harassment and bullying. The list is broken down “line by line” with individuals’ names and details of the alleged behaviour.

One backbench Labour MP on the list is accused of “throwing a phone at their staff member”. Three senior ministers and two former ministers are on it for alleged “pervy behaviour”.

MPs from other parties are included. The aim is for women to share allegations to ensure female colleagues across Westminster are aware of them.

Some of the claims have been put to figures in the government whips’ office for corroboration, where it was alleged the issue had previously been investigated.

The “Pestminster” scandal in 2017 resulted in the creation of a new standards body, the Independent Complaints and Grievances Scheme (ICGS), to investigate bullying, harassment and sexual misconduct.

However, there have been several high-profile incidents since then, including the now former Tory MP Chris Pincher groping two men in 2022 and a Conservative backbencher, Neil Parish, accused of watching porn in the Commons chamber the same year.

In an email to all colleagues this week, Burnham pledged to tackle workplace issues for Labour MPs. He said: “I will lead from the front on culture change, political direction and narrative.”

A Commons spokesman said: “Parliament’s behaviour code makes clear the standards of behaviour expected of everyone in parliament, whether staff, members of the House of Lords or MPs. There is zero tolerance for abuse or harassment. The behaviour code is supported by the ICGS.”
