Nope. That's an unauthorized augmentation of agency appropriations. He has to stay in gitmo. They actually used that rule to stop Obama from transporting prisoners out of Gitmo. They're still there. Even if the prisoners have enough money for fuel the Government can't accept outside funding without authorization from Congress. Augmentation.

There are no limits on how Congress exercises its spending power, except insofar as the government creates "entitlements" like Social Security. Entitlements have to be paid. But no one is entitled to have furniture in their office.

Furthermore Hegseth is a political appointee, not a merit hire. He doesn't have any of the due process rights a merit hire would have, and because he's a political appointee, it's considered fair for Congress to get political with him.
