They get the data from Flock because that's what their contract with Flock entitles them to.
The data is being used however they want.

Seems unlawful to make an arrest when your probable cause is this guy drives over here a lot.
Now if they suspected it was a drug dealer and tested their mail for substances that would be different. You can probably create a suspect profile from Flock data. But you need probable cause to make an arrest.
Pulling a guy over because he goes to Michigan seems inadmissible even if the cop detects the odor of weed. That would be fruit of the poison tree. You have to have more probable cause to make a traffic stop imo.
