Closer to the hole isn’t an official rule. You do it so you don’t stand in someone else’s line and leave spike marks and in general it makes the putting order flow more naturally. Right of continuation is a thing that Rory would have normally done had he not wanted to gloat by having the final putt and also to give Cam Young a quiet look at what would have been a very expensive putt for him to miss.

Just seems like a huge waste of time waiting and messing with ball makers

I get not messing with someone's line but that seems rare. Most non-cc greens are sps anyway and I've never seen any stranger I was paired with fix a ball mark one time
