Mexico has strict laws prohibiting foreign participation in its political processes. Article 33 of the Mexican Constitution designates foreigners as those who do not possess the qualities outlined for Mexican citizens and explicitly prohibits them from interfering in the country’s political affairs. This restriction extends to activities such as attending political rallies, participating in demonstrations, or engaging in any form of political activism.

The General Law on Electoral Crimes (Ley General en Materia de Delitos Electorales) further reinforces this by outlining penalties for foreigners who engage in political activities. Specifically, Article 9, section V, prohibits foreigners from participating in political campaigns, rallies, or any activities that influence elections or public opinion on political matters. Violations can lead to fines, imprisonment, or deportation, depending on the severity and context.

Additionally, the Federal Penal Code (Código Penal Federal) and migration laws, such as the General Population Law (Ley General de Población), support these restrictions by classifying unauthorized political involvement by foreigners as a potential threat to national sovereignty. For example, attending a political rally could be interpreted as a violation, potentially resulting in administrative actions like deportation by the National Migration Institute (INM).
