Hypothetically, a top poker pro plays in a $1-$3 NLHE game in Vegas. He can buy in for any amount he wants.
He will always lose any show down. He knows that going in.
Would you expect him to win money?

Something like 30% of hands go to showdown in normal play. Random table is probably more loose. You are going to get a lot of bluffs called and people can’t resist results-oriented thinking so you will get called more after you lose showdowns. Most of your edge as a pro is people calling when behind or bluffing into your strong hands. If your cards are always terrible I don’t think you can force random noobs into folding good hands by force of will.

Imagine you are a good player dealt KK and you raise preflop. A guy who calls with 99 is giving you money. Then the flop comes like 872. You raise and guy calls again - more money. Or the guy bluffs having a high pair and bets into you but you know you are more likely ahead and can call or raise.
On the terms of the hypo this guy always magically has AA or 88 and so bad calls get paid.

No.
He'd be able to play position, steal, and range people better than the typical field, but under your hypo rules, even retarded fish making bad plays against him would have better hands, so he'd lose every all-in. He'd also never get paid off by worse. You have to be able to get value and occasionally cooler nits to make money at low stakes.
This would be like playing blackjack where it pays even money, and dealer 22 is a push.
