Avis/budget let you skip the counter if you sign up for their free program, but in my experience they have not had cars a couple of times.
Hertz is apparently using AI to scan cars and try to bill people 500 bucks for random dings so would avoid. |

Long story short I fucked up the side of the rental car but they were charging me for a ton of damage to the bumper that was already there and documented.
