Black Bag was extremely good imo
I judge thrillers by how suspenseful they can be without karate chops or fake bullets. This one was like a 9.5/10 on that scale
I can see how the dialogue was a little too fast and went over most people's heads

Yeah I could see being annoyed if I saw it on a theater
It did seem more intended for a stage performance
I bet if you watched it on an airplane you'd be more engaged

He is neither overrated nor underrated. He is the only American working who still remembers the silent grammar; he cuts like Eisenstein, when Eisenstein is dreaming of jazz. The Limey was pure Vertov, King of the Hill was early Renoir with the warmth drained out. Che was his Kagemusha, sprawling, misunderstood, too long for the cheap seats and not long enough for the mountaintop.
You want dialogue? Fast? Slow? Pithy? Then read intertitles. You want faces? Faces you want to punch? Watch Dreyer ffs. JMO, YMMV.

I think he is accurately rated. Very good, occasionally sublime, not great, sometimes bad.
I personally really like him because he takes chances and does experimental stuff.
