For you, everything you'd ever need or want is in Greece, Cyprus, and Albania. Depending on how your wealth is structured, you could end up paying a 0% to 5% tax rate in retirement in Greece (no more than 15% unless you're an idiot) and very little in Cyprus. Don't recall details about Albania off the top of my head but think the rates were higher but still low for Europe |

Depending on the source of your retirement income, you can be taxed damn near 50% total in Europe if you choose poorly
The whole purpose of asking motherfuckers for ideas is to learn more about things you don't already know about. So, look into fucking Greece and Cyprus, both of which give you easy and cheap access to the Turkish riviera and all the bullshit you talk about all the time AND won't fuck you up with high taxes
If you're going to be generating a lot of normal income, Cyprus is a good choice; Greece is terrible and virtually all of the EU zone will fuck you in the asshole
If you're going to be living off of investments, particularly dividends and/or capital gains, Greece is fantastic (0% tax on individual listed stocks sold for a capital gain, and 15% of gains on US ETFs); Cyprus is a good backup

Standard income over 40% at something dumb like 40k euros/year. If you have the European equivalent of ETFs, they tax those below 15% (I think even 0% but not sure), but you wouldn't have those because America hassles and rapes the fuck out of citizens who invest in them
Most of these countries (Greece included) have tax treaties so that you won't get doubled up on taxation. For example, if you pay Greece, you get a foreign tax credit when filing your return in the US
When "retiring to Europe", you're really looking for somewhere that won't meaningfully exceed US taxes, which is hard. Greece and Cyprus both offer that opportunity and are a short hop to Turkey, Russia, and the entirety of Europe. Very few other places will do this unless you have tremendous wealth and elect to be taxed a flat 100k euros or something |
