If these government workers paid into social security, and they have a non-federal public pension, it does seem odd they would not receive social security...

I think the example would be someone was a waiter through college for a few years, then worked as a teacher for 20 years and got retirement, and then worked a couple years as at a golf course.
If they accumulated 40 quarters of paying into SS, previously they wouldn't get any money - but now they'd get the minimum which isn't too shabby...
