That's relevant for FRCP purposes but not just a general contract. Parties are perfectly free to make a deadline that lands on Christmas if they feel like it. Sometimes there's a "if a deadline lands on a non-business day, then the next business day" blah blah blah, but not always.

If you don't specify the start time, the other party could argue that the Jan. 1 date is a reference any time range between 12:00AM & 11:59PM, meaning it could effectively get extended to the next day.

Since there is a possibility of a leap year it is ambiguous as to a summation of days (you cannot unambiguously define a year as a function of days) and should therefore be resolved in favor of a common understanding that within a year of jan 1 2022, which beings at 12:01 AM on that date, there will not be a change in the calendar year before whatever is to or should have occurred does or did occur

no native english speaker would interpret “within a year of” to necessarily require the same calendar year. eg, no one but AI or ESL would ever take “within a year of june 26, 2024” to refer to a range bounded by jan 1 2024 and dec 31, 2024.
