Why is it 6 years? Is it UG+grad school or something?
For academic subjects, 100% of PhDs that the candidate pays for are flame. They should be funded by the school + a stipend (based on the candidate's lab work, research, and/or teaching). Is that not the case with a Pharm.D.?
How is the quality of the school? Would he be doing work with his 6 year, $300k (plus opportunity costs!) investment that he couldn't do with a 2 years my masters in bio or something?

yes, it's an accelerated program. normally to become a pharmacist you need 4 years of undergrad, 4 years of pharmacy school.
it's not really an academic doctorate, more of a professional doctorate like a JD. so you pay for that shit.
school is a TTT but prestige doesn't matter for pharmacy school. and yeah you need a pharm.d to be pharmacist.

Here is my uneducated take on this: it is almost certainly a cash grab on a very vulnerable segment of the population to try to trap them into 6 years of tuition with poor prospects after graduation.
there are instances in which i could see something like this making sense - if for example, new mexico was short on recruiting family doctors or nurses to live in their state, i could imagine implementing a program whereby essentially trapping a 24 year old into a local practice would make sense for both parties.
i dont know enough about pharm but i assume life will be quite different in 2032. seems like a major red flag to me hermano
