Pretty sure it's a psyop. Around ten years ago the government started being more open about disclosing encounters and calling hearings with former military members and everything. I think it was Harry Reid who joined some kooky organization after he retired focusing on aliens and UFOs. The Blink 182 guy was on Rogan and iirc he said he was a part of some government program to bring awareness or some shit.
But I think it's a psyop similar to Alex Jones or Q Anon. Alex Jones will reveal some actual government secrets, but sandwiches it between 5 batshit crazy stories about inter dimensional demons and gay frogs. It serves as a slow leak that also marginalizes anyone expressing concern as a tinfoil Infowars bro. Then after a couple years the truth comes out and instead of being up in arms, everyone's like "you're just now hearing about this?"
The recent UFO thing works by giving an air of legitimacy to what was once considered completely ridiculous. But to mainstream people, it will still sound ridiculous. Now people who talk about actual government secrets and stuff can be marginalized by pointing out their focus on alien theories. Also an easy distraction from some other story in the news cycle. Just fly some drones around at night and release some sketchy statement and media will run with it because it gets views
