My father says he actually doesn't have much power. It is nys that's allowed to raise nyc taxes, he can just pull budget from cops to other losers, but cannot enact a new tax on the rich.. he also says Cuomo or Adam's would be more successful at actually yielding houses for the poor. This guy can open a single city owned grocery store and that will be it.

The city income tax rate is controlled by the state. The city council and mayor can pass legislation to change the property tax rate but the way the system is set up, any increase is going to hit people who own a condo or coop in the Bronx (it’s pretty regressive).
