I think we all know that the neighborhood kids were torturing that poor lady in her house with constant taunting and annoyances. She probably should have just moved out of the neighborhood when she realized everyone on the block had 11 year old rowdy kids but maybe she couldn't afford anything else. Cops should have given the kids and their parents a stronger warning to leave her alone and the landlord probably should have fenced off the empty lot.
