The victim testified in favor of the pardon, and the pardon board got letters from hundreds of individuals who testified to his community activities and character.
Not saying it was right, but that was the thinking.
Also they denied a pardon to another hmong pedo at the same hearing and specifically said that they wouldnt vote to pardon him just because he was at danger of deportation. |
