Over coming months, a number of analysts reckon the Fed will have to start rebuilding its holdings with new purchases of bonds, not as a form of stimulus but to keep financial system liquidity at the right levels in an expanding economy.

Short rates are falling because FOMC is a short rate. Long rates reflect inflation expectations and other things, so long rates have risen. Fed's best mechanism to influence long rates is to purchase bonds aka lube up the QE hole like the Huskers are coming to town
