From what I can tell, the bottleneck is with the exchanges themselves, not the RaiBlocks team. About a week ago I recall seeing a credible explanation from the Devs that they can fly people out and have the exchange setup and XRB incorporated within a day. The issue is the exchanges simply don't return emails, and aren't necessarily prioritizing XRB. That isn't really surprising to me given the insane amount of things going on.
