Obviously this is kind of selective and is thrown out for DoD spending and other useless crap like that, but for big ticket spending bills this is what they aim for.
When Trump got in he just assumed congressional Rs would deliver victory after victory for him to sign, not realizing that Paul Ryan is a rudderless ship and only good at being a pretty face for donors. Naturally tax cuts were a big priority for Rs, and they financed the tax cuts - can't violate the Byrd Rule if new spending is within a certain amount, thereby letting Rs go it alone with 60 votes - using overseas corporate cash that hadn't be repatriated. That money was supposed to be America's piggy bank, and the Trump infra czar basically admitted once the tax cuts happened that infra wouldn't because of that. |
