Nations, communities, and especially the idea of community is anathema to American liberalism because a community is necessarily exclusive / exclusionary. Our system loves picking edge cases and using them as an excuse to obliterate all boundaries.

This makes it okay to see someone shooting up on the train in front of kids, and reacting by saying something like "isn't that sad, he needs help" as a way to shuck collective responsibility for the kind of society that allows this out in the open in front of kids, as if it's a matter of his healthcare consumer choices

We're not allowed to institutionalize people. Not sure about other countries, but this can't be involuntary in most states IIRC, and in general. Men's clinics abound in every large urban center - and have helped plenty of people, but there's an understandable requirement to stay there that you be clean and not shoot up / drink / do drugs while at the center, which most people on the street refuse

Anecdotally - anytime I've interacted or talked to homeless people, it's blatantly obvious they suffer from severe mental issues eg schizophrenia. Is this the real question? I genuinely don't know - but imagine mental health in u.s. is far worse than everywhere else in the world

Lastly - we're used to it, but we forget the degree to which society in the u.s. is so heavily stratified / layered compared to other countries.

Also - can never ignore incentives when this much money is involved. I'm not saying this is causal, but there's certainly perverse / misaligned incentives in many of these cities to "manage" the problem rather than solve it, as it's a funding stream and problem that comes with its own set of patronage networks that get to manage the problem - these are the sort of parasitical jobs in the u.s. that need to be gutted and give the excess money to young families and truck drivers

these people who are homeless now are largely bottom of the barrel working class who 30 years ago would be working in a foundry or lumber mill or whatever, now they just do drugs and whatever petty crime it takes to stay high. they might be functional in their 20s and 30s but eventually they burn all their bridges and life on the street is their only option. their ecological niche has been entirely taken over by mexicans
