Only two ways people leave rent-controlled apartments in NYC: with a huge ass check or in a body bag.

There are other ways to get these types of tenants out but they take some truly intense resources and talmudic skills - but once you learn them you never forget them.

A big one is finding ways to raise their rent enough to add another month to their rent roll - which is like under 9% or so. I don't know how NYC is but some maintenance things you can pass through to tenants proportionally like a new roof, new common areas, painting, etc etc.

Most tenants who are professional tenants or arch-deadbeats cannot handle this upset equilibrium to their lifestyle - which has been focused on earning enough money to just barely pay their rent for next month plus utilities and food etc. If you get a raise in attached to capital improvements or capex to the building that gets close to 9% of their rent, in some cases that's enough to cause their lives to spin out of control and dislodge them.

Sometimes they even make up random shit to get out of paying this small increase and entangle themselves in further problems because they sign forms under penalty of perjury and you win the lottery by being able to press charges on them.

One time I did this to a professional tenant sack of shit deadbeat who had been there 10+ years and got them out in under 10 months from taking over the building management. Warmed my heart.

My 92yo grand mother lived in a rent stabilized building for 30 years. They never fixed anything. She had a leak in the shower line that ruined her ceiling every month. Management would put new drywall in that would last a month but not fix the leak. The mold got surreal. Every window couldn’t be opened because all the window sashes broke 25 years ago and they would not fix them. When they want a tenant out they fake every repair or don’t do them at all. The apartments become unliveable. And if they can’t turn off your heat they set it to 95 and watch you bake all winter until you move. I’m now paying her rent for a normal apartment — $2500 a month.

We buy it with the intention of hopefully buying many of them out, but some were acquired so long ago (like SRO short term housing type buildings) that people were paying like weekly rates to rent, but a smorgasbord of the god forsaken remained permanently and now basically just the city pays whatever they set as the "rent" or it's taken from social security set up by guardianships.

It really does not make sense to buy certain things like that. Tenants like that will never leave currently depending on how far below market they are paying - your best bet is to get ones that are under the cusp of market and try to raise it so they can get a COL arbitrage if they move, but it’s really a dirty business and rarely ever worth it unless you can generate substantial value.

this sounded like black behavior, so i decided to do some quick research. they have 4 units, so it was simple to identify the culprits. the address for the complex is 4229 W Slauson Ave, Los Angeles. based on fastpeoplesearch, only unit 2 had two late 20s girls move in right before the pandemic. Melissa Ofumbi (total nigger name) and Danielle Stevens. what a surprise. no wonder NPR didn't put them in there.
